Rules for government too
State bodies, as well as citizens, must respect it. Institutions have defined and limited roles. No public power is free of every rule.
Dignity and equality
Rights come with duties of solidarity. Equality means considering both the rules and obstacles that stop people taking a full part in shared life.
An imagined example
Every pupil has a right to join a lesson, but one cannot physically enter the room. Stating equal rights does not remove that barrier. This illustrates obstacles; it does not replace the legal meaning of constitutional rules.
Read rights together
One person’s freedom may affect another’s freedom or safety. Balancing them must follow constitutional rules, rather than the decision-maker’s convenience. Actual situations need careful examination.
Where to start
Read the fundamental principles, rights and duties, then the organisation of the Republic in the complete official text. Distinguish existing rules from proposed amendments and political opinions.
